How does a person arriving from Ukraine to Tyrnävä get registered for school, healthcare, and other services?

 

If you have arrived from Ukraine and seek temporary protection status, services, and possible reception allowance, please register with the Oulu Reception Centre which serves also the Tyrnävä area. Here is how you register:

  1. Please first call the police service number for temporary protection in advance and arrange a time for your registration, tel. +358 295 464 555.
  2. When you have arranged registration by calling the police service number above, you can register at the Oulu Reception Centre in the following address: Heikinharjuntie 66, 90630 Oulu, p. 0295 463 100

Registered Ukrainians are clients of reception centres and obtain the reception services from the reception centre where they have been registered (the principle of the nearest reception centre):

  • The right for children to attend preschool and school
  • Health care services
  • Possible reception allowance if you are entitled for it.
  • Accommodation in the reception centre or in existing private accommodation. The police will coordinate all asylum seekers living in private accommodation to the private accommodation unit, which will contact the asylum seeker. 

The State is responsible for arranging housing for asylum seekers. Ukrainians seeking asylum or temporary protection are registered by the Police or by Finnish Border Guards. 

 

Person arriving from Ukraine can also go directly to the Oulu Reception Centre if the person is in instant and critical need of accommodation and reception services.
 

Essential and urgent need 

The right to municipal services is determined by the person’s residential status. Everyone residing in Tyrnävä has the right to essential and urgent services, regardless of their residential status. In these situations, you can use the Tyrnävä Healthcare Centre during office hours, and during out of office hours the Oulu Region Joint Emergency Services.

I have arrived in Tyrnävä from Ukraine and want to live in private accommodation – what should I do?

If you live in private accommodation, for instance with your relatives, your spouse or acquaintances, and you have registered with the police as an asylum seeker, the police will put you on record as a private accommodation client. You then have the opportunity to obtain reception services from the Oulu Reception Centre.  No financial support is provided for costs arising from private accommodation. The right and guidance for children to attend school are received via the reception centre.

The police will report all asylum seekers living in private accommodation to the private accommodation unit, which will contact the asylum seeker. You will obtain, via the private accommodation unit, all the reception services you are entitled to, such as health care services, as well as a possible reception allowance if you are entitled for it.
